Slow Menus Fix

In Windows 98, Me, and 2000, right-click the desktop and choose Properties, Effects. Uncheck Animate windows, menus and lists (Windows 98) or Use transition effects for menus and tooltips (Me and 2000).

In XP, right-click the desktop, choose Properties, Appearance, Effects, and uncheck Use the following transition effect for menus and tooltips.
